Brown beef in a large skillet, add 1/2 tsp salt, 1/4 tsp black pepper, and 1/2 tsp garlic powder. Once fully cooked remove from skillet and set to the side.
In the skillet add butter, minced garlic, onion and carrot. Cook for around 3 minutes until softened.
Add in broccoli and cook for 4-5 minutes until it is slightly tender.
Return the beef to the skillet.
Pour in milk and heavy whipping cream. Let simmer for 5-6 minutes stiring occasionally until thickened.
Add seasoning. Stir in dijon mustard, 1/2 tsp salt, 1 tsp garlic powder, 1 tsp smoked paprika, and 1/4 tsp pepper.
Reduce the heat to low to add in cheese. Add both cheeses in small amounts until melted. Keep some cheese out to top with.
Put over rice or pasta.
